From Reluctance to Race: Apple's AI Photo Editing Push in iOS 27 Signals a Strategy Shift

According to a Bloomberg report, Apple is preparing to launch a new suite of AI photo editing tools at this year's WWDC, set to be integrated into the Photos app on iPhone, iPad, and Mac. After a year of relative quiet, Apple Intelligence is poised to return to the spotlight with the release of iOS 27. This move marks a significant shift for the company, which just two years ago publicly stated it would not pursue AI photo editing, but is now following suit under intense pressure from competitors.

While Apple Intelligence in iOS 18 already introduced a basic object removal tool—a standard feature on modern smartphones—rivals have surged ahead. Google, for instance, has made AI editing a hallmark feature, enabling users to change facial expressions, add people to group photos, and even reconstruct entire backgrounds. The entire Android ecosystem is rapidly advancing similar capabilities.

In the upcoming iOS/iPadOS/macOS 27, Apple plans to add a new "Apple Intelligence Tools" module to the Photos app's editing interface, featuring three main functions. However, the path forward is not entirely smooth. According to employees involved in internal testing, the development of these features has encountered difficulties. The more complex "Reshape" and "Generative Expand" functions are reportedly unstable, and Apple might delay or even cancel their release.

Beyond photo editing, the iOS 27 update is centered on two main themes: optimization and AI. Following the introduction of the "Liquid Glass" design language in iOS 26, which led to a noticeable decline in system stability, iOS 27 will focus heavily on bug fixes, performance improvements, and battery life enhancements. The remaining updates will be concentrated on AI, including a renewed effort to fully implement the AI-powered Siri that was promised two years ago. Despite the long development time, internal reports suggest key features, like voice-controlling apps via Siri, are still underperforming, meaning it may launch as a "technical preview."

Apple is also reportedly planning to transform Siri into a chatbot similar to ChatGPT and Google Gemini, complete with a standalone app for conversations and history. Furthermore, the company is developing an AI search engine for Safari and Spotlight and is exploring a subscription service called "Health+" that uses AI agents to provide personalized health analysis and recommendations from real doctors.

This aggressive AI push contrasts sharply with Apple's previous stance. In a January 2025 interview with The Wall Street Journal, software chief Craig Federighi explained Apple's limited approach to AI photo editing, stating, "For us, it's important to help people share accurate information, not fictional 'fantasies'." This cautious philosophy led to the restrictive "AI Eraser" in iOS 18. However, with iOS 27's new tools, it's clear that Apple's position is beginning to shift as it allows Apple Intelligence to further alter the authenticity of photos.

The rapid evolution of AI has left the two-year-old Apple Intelligence feeling outdated. The underlying driver for this change appears to be a classic case of FOBO (Fear Of Becoming Obsolete). In the past, Apple dictated which features mattered; now, it must respond to what users have come to expect and where the industry is heading. The AI features in iOS 27, many of which were previously dismissed by Apple, are essentially a late but necessary effort to catch up.

Whether Apple can execute these features well remains a critical question. The existing photo eraser tool is often criticized for being less effective than its Android counterparts. With the new, more complex tools already facing stability issues, Apple is under pressure to deliver. As it navigates the competitive landscape and user expectations, Apple seems to be adjusting its core values, trying to find its place in an AI-driven world. For now, by following the trends, Apple ensures it remains a key player at the table, even if it's not leading the charge.
